How airlines transport pets to Dubai
There are three ways an airline can transport a pet anywhere in the world: in the cabin, as accompanied checked baggage in the hold, or as manifest cargo. For Dubai, only one of those routinely works.
Since 2021, the UAE's Ministry of Climate Change and Environment (MOCCAE) requires that cats and dogs entering Dubai International (DXB) arrive as manifest cargo, processed through a Cargo Village agent. Cabin and accompanied checked-baggage entries are not permitted at DXB, regardless of what an airline allows on other routes.
That single rule reshapes the entire airline picture. Even airlines famous for letting small pets travel in the cabin — Lufthansa, KLM, Air France, Turkish Airlines — will accept a Dubai-bound pet only as cargo. Your only choice is which airline's cargo division to book, which route to fly, and which transit hub to clear.
Emirates SkyCargo pet policy
Emirates is the default airline for most Dubai-bound pets — not because it is always cheapest, but because it operates the most direct routes into DXB and runs a dedicated animal handling facility at Dubai Cargo Village.

IATA crate requirements
Every airline that ships live animals applies the International Air Transport Association's Live Animals Regulations (IATA LAR). These standards govern crate size, materials, ventilation, fixings, and labelling. A non-compliant crate is the most common reason for last-minute booking refusal we see.

Crate dimensions are calculated from your pet's measurements: A (length nose to tail base), B (height floor to elbow), C (width at shoulders), D (height floor to top of head when standing). The minimum internal dimensions are A + B for length, C × 2 for width, and D + 5 cm for height.
